Maybe you should have explained why it's impossible for it to rain because of the traveler then, I meant, I saw it raining pretty hard when we first show up at the city

What is supposed to pop out if the fact that the storm [b]cuts off[/b] basically at the border of the City, [b]directly beyond the Tower[/b]. The Traveler basically created a "dome", and inside this dome is its protective reach. Humans built the Last City using this boundary as a marker. As a side effect, it doesn't rain. Probably because the Traveler changed the weather on every planet in the Solar System (that we've seen) so that humans could live there.
