I think it's more the amount of time people are obsessed with. Ghally can simply shoot and reload so much faster. So they can usually get all 7 rockets (assuming they have increased heavy) out before Aksis goes back to his platform.
While with sleeper it 'feels' like you're doing less damage because it takes some time to fire 3 shots and then reload for maybe another two shots.
Of course, if people would just shoot at him the whole time like I do.... and NOT just at the end (3rd stun), they could get off of this ghally hype.
I mean, really, 12 sleeper shots to 7 ghally rockets. And if you land 2 shots a stun and then on the third stun you land 3-5 of them that's... about 7-9 shots landed on average. You did more way damage than ghally AND you have extra ammo for the next captain.

I said Sleeper FEELS like it does less because it fires slower and people tend to only fire on the last (3rd) stun. I'm explaining why Ghally might 'feel' like it does more damage in a certain time frame than it actually does in comparison to Sleeper. I'm not saying it actually does more damage... People think more shots do more damage. That's the common mistake I'm pointing out. In this case it's not true. Also, I compared ammo between the two. Showing how Sleeper, if you get only a decent number of shots off, will always do better than Ghally and have more ammo for next Captain to boot.
