The battle then becomes one of skill rather than what gun is being used
The problem with certain weapons is that they dominate their respective ranges, which would, in their respective ranges, make them over powered. That in addition to their ease of use and times to kill
The easier a weapon is to master the longer it should take for a kill, thus skill is rewarded.

If 1 or 2 guns dominate a range then the game is not balanced
Any weapon can be outranged but not every weapon can be outgunned

The more balance you get within a range category, ironically the less diversity you will get. You can't have a game with this many different abilities/weapons/perks and have balance.

My bad, I thought I was posting on the Bungie forums. They have a loot based game called Destiny and I was trying to educate someone who cluelessly doesn't understand how well loot based games work with balance.

Why does loot based mean anything in regards to the exotics? Specifically last word ? Other than that balancing seems pretty straightforward Easier a weapon is to use the slower it should kill now the difference shouldn't be massive but enough to separate skill from spamming the trigger That and certain weapons shouldn't have certain perks, why does a precision weapon class have a weapon that doesn't require precision? It's like final round with snipers. I mean worst comes to worst you balance weapons around their best possible roll.

TLW is not effective from beyond medium range and thus is inferior to other primaries in that regard. TLW dominates its (close) range in the primary category, but is practically useless at long range. This gives it (roughly) balance.
