Its possible - I mean I guess someone could find otherways to lag their network as well - its not hard to figure out your total bandwidth and set a download to run at XXmbs so their connection is slowed down enough to lag others out

lol yeah - it sucks - but there will always be cheaters and nothing can be done about it - or at least, it is realllly hard to do something about it lol
