False. It is three multipliers of 10% that stack. Which yields greater results then 30%.

The old Iron Banner only gave the standard 25 rep for a win, and for all three items equipped it would be 33.275. While this obviously rounds down, I remember doing some math on the current Iron Banner where it should have rounded up. It was something like 60.75 and rounded down.
