The terrain is there and if the wall wasn't there you're playing could walk over all the terrain. It's more a reference to the fact that it's not a static image like a lot of games use as opposed to actual 3d terrain objects. Which indicates that in the future they can add enemies and objectives out in those areas but those things are not ready yet. I'm afraid any lawsuit regarding would fail because it is definitely playable terrain, you just can't get to it yet.

I do remember that selling point. I was stoked about the possibilities of having an open world like skyrim, although skyrim was still limited. This was a failure on bungie's part. There are many missing or closed off areas in the destiny world. I like the game but the adventure of exploration is limited. I hope this is something they fix with future expansions or patches.
