Don't dismantle your Stranger Rifle.
With Bungie you never know if it's actually a key to a Easter egg.
The Stranger hands it to you. This could be Bungie's way of saying this is important for other things.

So it doesn't make a difference if you had dismantled it or not. I dismantled mine a while back... But I still got the legendary version when I completed the black garden.
