Get one from doing a public event once a day, in the mail. Two for the daily heroic at level 28, 1 for doing it at level 24. Get lots from raiding. Get some from deconstructing unwanted legendary/exotic gear.
Those are the guaranteed ways. They are also possible through random drops and decoded engrams.

none of those are correct. theres a better "chance" for them to drop, but ive yet to receive any. especially public events. ive done at least one a day and never received a shard for completely it.

No, you will get ascendant material in THE MAIL after doing your first Public event for the day. It is or used to be possible for one to drop upon completion of the event, but I haven't seen that in the last few days after dozens of events.

I'm a level 25 and have been stuck there for a couple days, not sure if that's because of weekly max limiter or what??!! all the way through this game have noticed something consistent for my playing style, my skill level is 2 levels below my current rank, so i need to complete missions or strikes a level or 2 higher than my current rank in order to obtain a A-Shard reward??

I get gold tier on roughly 10 public events per day. I only get a message for the first one. I get pretty much nothing for the rest. Honestly, there is no incentive to keep doing public events. I've played with a friend and done 3 public events together and he's received a shard for each event. I receive glimmer when I'm already at the cap. I could care less about glimmer. I have stockpiled banners, network keys, etc for when glimmer is needed. Some sort of ascended material should be rewarded at every event to everyone... otherwise there is no reason to participate.

Buy a crap load of ammo synth for the raids and strikes. Just saying.. juggler can be a pain. Also, I've spent about 500k glimmer at the cryptarch cause I farm my butt off and nothing better to do with it, but raid my rank and try to get better stuff out of the legendary item drop from ranking up. btw, my cryptarch rank is 27

I didnt get a reward for my first public event tho thats why ive done 4 to try and get my daily rewards they was all gold tier =/

Well you only get something from the first gold tier completion of a public event
