Most monitors today come with an auto adjust function so I would say no it wouldn't but I don't use a monitor so I've never actually tested it.

Incorrect, NVIDIA is working on a monitor that auto adjusts refresh rate.

You can adjust it manually with most monitors, but auto-adjusting is actually really hard.
