Having the private matches would allow for competitive games. All they would have to do is lock xp gain in private matches and you would still have to play the other modes to level up. Problem solved.

Private matches have their place, its simply not in destiny. While private matches can be made to work by xp restrictions and other denial methods. A simpler method would be to have the matchmaker match full teams with full teams, it is relatively easy to do and may already do so. Destiny is (from what we have been told) conforming to many of the sterotypical aspects of MMORPG's.
