I've been texting the girl I like and I asked if she wanted to hang out sometime. Not as a date mind you, but just to have some fun listening to music and enjoying each others company as friends. She kinda hesitated and said she doesn't really hang out with her friends usually she only has a few exceptions.

The last thing you want to do is get into a serious relationship right before college. You'll struggle through long distance bullshit until finally one of you either ends it or cheats and then ends it. Should she be cutting all her ties? Not at all. It's good to have people in your corner even of they're hours away. At least you have someone to talk to. But pre-college [i]romantic[/i] relationships have an extremely low success rate. Just remember to get out and do stuff that you like to do in college. And talk to people. Be personable. If you do that you'll meet more mature (and more attractive) females. Honestly, I would suggest not getting into anything super serious until your second year because 1) you need to get used to classes, and 2) people still need time to start thinking and acting like adults instead of high schoolers. Whatever happens, good luck man. If you really feel strongly about just being friends tell her that. Just don't be too hurt if she doesn't change her mind.
