I interpret it as it's written.

It simply states that a well regulated militia is essential to our nation's security. Thus the right of the people to keep and bear arms shall not be infringed.
We, as citizenry ARE the militia. As per the Dick act of 1903 and all Dick acts recursively, all males between the age of 18 and 45 are members of the militia. Of course, I would amend the Dick Act today to include all citizens. Since in the event where we actually have to call on the Militia we are going to be having some serious issues will need all the help we could get.

So, wouldn't a government mandated act stating that all 18-45 year old males are part of the militia contradict the idea of a militia? Considering that the whole point is that it's not run or influenced by the governing body?

Militias are still commanded by generals. When a militia is formed as per need in time of war they fall under command of the Commander in Chief and put into play where they are needed. Consider it an extension of our National Guard, just far less formal and far more situation dependent.
