"Splicer" is just the eliksni term for scientist. Just because there was a splicer there doesn't mean it had anything to do with SIVA. Could have just been a regular eliksni scientist (splicer).

To be fair, the Splicer in question is shown on the second page of the comic and is quite clearly one of the siva-fied Splicer Captains from Rise of Iron

Yeah others were telling me the same thing and if I am being honest I kinda forgot that splicers can exist without being affected by siva after all mithrax and if I remember correctly maybe skolas was a splicer too and yet they weren’t affected by siva
