No, it would have proved they had thought about it and actually implemented steps toward positive change regarding PvP rather than defending their position of delivering the bare minimum and then stating how even that's hard for them to achieve. One shows a change of heart before the fact. The other is trying to remedy complaints afterwards which says nothing about actual internal change having taken place.
