Why do you have to re-buy dlc you already have if you transfer

Why can't you play an xbox disc in a playstation console? Same reason.

1 RespuestaBecause game and dlc licences are controlled by the platform providers not by Bungie. And those providers do not like to share as they want their share of the money you paid before giving you a license to their platform.
