Yes actually, I recreated my Titan right before witch queen dropped and ever since then it has been locked out.

Might have to do a quest and bungie is also currently investigating the issue

Yes but the problem is the quest cannot be obtained from anywhere in my game. It's good bungie is looking into the issue but dang it's been like 4 weeks.
