It's pretty easy to obtain if you go to the Shuro Chi wish wall and grab the chest under the bridge in the Raid. No killing or raid experience required. Do this on all 3 characters every week. You can also cheese the bridge and get a free 2nd chest.
But yeah... the amount of options for elemental weapons to their archetypes are severely lacking in this game, except for the 140 hand cannons. Ugh.
