Bows with short charge rates shoot faster than bows with longer charge rates. Thus resulting in different rounds per minute. It’s the same with fusion rifles, and it’s functionally identical to firerate.

If you use your brain for about half a second, you might understand that one two punch would have a significantly lower uptime on fusions. Since… one weapon has a charge time. And one weapon does not have a charge time. That isn’t hard to understand, is it?
