I have done the Arms Dealer strike multiple times completing the secret area for the distress signal. I pick up the signal after killing the boss only to get nothing. I waited until i got kicked to orbit after completing the strike and went to Zavala to try and get the quest. None of my characters have the quest, and I am unable to start the quest. I can see the quest in the tangled shore directory, but it says I do not have access.
