In PvP that's debatable with Felwinters. I still saw people with Mindbenders last season. It will have plenty of competition and with the incoming nerf it will be similar to most shottys. Question is, will Shot Package be nerfed or something else on it? PvE wise Heritage still has competition despite reconstruction. I use CQC with vorpal weapon occasionally over it. But I have to admit, there's plenty of perk combos that look interesting together on Heritage that work for both PvE and PvP, something most shottys don't really have (moving target/slideshot, reconstruction/snapshot, etc.)
