It should be impossible to get those 2 stats to the maximum.
Can you equip it so I can see it?

Depending on your sub class you get only [b]one[/b] of the following: +39 handling (arc subclass) +45 reload (solar subclass) +18 stability (void subclass) Seems like it shows all of the bonuses on the weapon when looking at it in the App or any third party item Manager.
