Because, as they mention before, there will be more aspects in the future, each aspect has it own number of fragments. So very possible next one will be opposite for Hunter 3 and 1 for Warlock etc.
Not to mention, aspect itself can be powerful than others, so having same number of fragments on them will be wrong.
