From the DLC launch up to the most recent hotfix as of my post, 3.0.0.3, Heavy Handed does not affect Shiver Strike. It consumes the Charged With Light stack, and gives no melee energy in return. I've tested the mod on Stasis Warlock and Hunter, both work as intended. I've also tested on Shoulder Charge melee abilities, despite Shiver Strike not working the same way, and those work as well. I believe that Heavy Handed is a key mod to Behemoth's gameplay loop, and would very much like to see it fixed for my own build and for that of any other players that want to use it as well.
EDIT: In a previous edit, I mistakenly believed that Heavy Handed was responsible for refunding half your melee on the Dash portion of Shiver Strike, but I was mistaken. The melee energy meter goes down to half during the Dash and empties fully on the Swing. That happens without Charged With Light stacks or Heavy Handed on. Linked below is video evidence on Streamable of Heavy Handed with Charged With Light stacks not working as intended. I believe the issue might stem from it being a 2 part melee ability and not emptying out your meter instantly on cast, as is the case with every other melee ability in the game. Another detail I noticed is that the Charged With Light stack is only consumed once the Swing is performed, and not on initial cast or during the Dash, yet still refunds no melee energy. I hope this is not the intended effect for Heavy Handed to have on Shiver Strike, doing...well, nothing for the cost of 1 Charged With Light stack, as I believe Behemoth can get a lot out of the mod.
