I believe that quest was scrapped at the start of this season. You can now purchase Leviathan's Bow, Eriana's Vow, The Devil's Ruin, and the Symmetry directly from Rahool.

The quest was free. There were quite a few steps. Now you just visit Rahool and buy it. Much easier. LoL
