You’d think they would if they want to be an MMO. 6 man fireteams for patrol with a max of 36 players in a destination zone. But I’d assume peer to peer can’t do that well. Probably why the truly MMO games have servers.

to be an MMO they will need character leveling instead of stupid gear leveling

These patrol spaces are much to small for 36 people. Id say they're a good size for the amount of people they currently allow. It would be friggin awesome though, but that would require bungie to create actual wide open worlds, which is extremely unlikely sadly.

and why the truly mmo games are not proper shooters

if we can play pvp with 12, raid with 6 there is no reason we can't patrol with 6, and if an instance can have 16 in the tower, or 9 on patrol, I see again no reason why 6 would cause any issue, other than they want us to struggle with each other instead of communicate and get thrpugh it

Yeah, a bump to 6-player fireteams and 12 total in a patrol instance would solve a lot. The problem is Bungie would have to change their stupid logic which counts every fireteam as "full" for total instance population. It needs to just deal with counting players, and not letting a player join a fireteam if the instance already has 12 players.

I can honestly say after nearly 6k hours between d1 and d2 that I have never seen a full instance of players unless it was created for the purpose of EP or Seraph tower. I have never seen a full instance just out of pure matchmaking done by bungie. So if the instances CAN have that many, why do they choose NOT to fill those spots and let patrol players KICK SOME -blam!-ING ALIEN ASS.

The only time or place I've encountered a full instance was in D1 while patrolling Venus and stumbling upon a raid team at the VoG entrance, not sure if that even counts though lol.
