That means that you still have the quest version of the weapon. You'll need to finish the quest to fully unlock it and have it added to Collections.

I finished it a long time ago. I couldn’t have the gun with out finishing it.. what is the quest name?

You're given a version of the weapon during the quest, but that doesn't mean you've finished it. You may either be on the "Cabal Killer" or "His Highness's Seal" steps.

I’m not seeing anything like that in my quest. Trying to see cause if it is on my end then that’s fine but not seeing anything on my end unless it’s something other than finishing the exotic quest which again I don’t see anything in any of my stuff for that. I have no clue
