Why are things high level immediately upon release?

So last season the soft cap was 960. The artifact power bonus resets every season. So unless you’re in the minority of players that raids every week and does pinnacles every week, you’re going to come into a season at the soft cap or possibly a little higher. So 960+ The legendary lost sectors start at 1000. The daily bunker buster has two overload champions that teleport nearly constantly while they also regenerate nearly constantly. I don’t actually know what the recommended level is because it doesn’t display that when these guys kill you for some reason. How is someone who is only 970 supposed to do much of anything new the first week? I get not making things too easy, but it is possible to make things too hard as well. Scaling is a wonderful thing that makes things more accessible. This has been a issue for a long time with this game, where things are too high level upon release. Especially in a season with not much to offer, this is a bad move. It’s EXTREMELY off putting to the average player. Which is to say the majority of players.
