It didn’t need to stay an exotic perk. It isn’t that strong. It requires activation and takes the place of other perks which improve consistency. Dedicated fusion players choose other perks because they can control the charge so they can benefit from more range for more consistency.

And it doesnt take the place of consistency perks anyways. It takes the place of damage or range perks. And it was that strong. Plan C was a monster. Was literally one of if not the only good fusion rifle till saladins vigil and 77 wizard came along. Also backup plan i dont think allowed 2 shots.

If they aren’t broken then their perks aren’t broken.

If you are then you’re making a mistake and your deaths are your fault not the games. There is no data in the original post. You’re just making false claims and pretending that’s anything more than your opinion. The thing about opinions is they can be factually wrong.

You said there is plenty of data but you didn’t substantiate that claim. I already explained why back up plan is a tier 2 perk for dedicated fusion users and a tier 1 perk for players who can’t position and need to get lucky.
