More likely means they are an incompetent dev team tbh

I think their c team is working on d2 and their a and b teams are full both in other iPs and destiny 3 .they have to be because destiny 2 is at the end of its lifespan as well as the cap on content that can be added to the game . If they want more revenue they better have something new in the works .
