The total cost for all of them without any sale is currently $60, not $65.
Shadowkeep can be purchased separately for $35, meaning it technically costs $25, as season of Undying, valued at $10, is bundled with it "for free"
If you're going to bundle forsaken, to make the price seem lower, then for sake of argument, we also need to bundle shadowkeep and the annual pass for fair comparison.

Not sure what you mean by bundling forsaken, even if you bought them separately the cost would still be 40/30

The annual pass for 2018 to 2019 cost more than $30 when purchased by itself. It might be cheaper now though.

Let's say we bundle them, I paid $65 for shadowkeep and its annual pass vs $70 for forsakens. Also upon checking buying separate forsaken (40) and annual pass seems to have been 35 so you were right. However this is less then a $2 difference per season. Now ask yourself if you'd rather get the kind of content we did from season of the forge or opulence for $2 more or pay 2 bucks less and get 3 ritual weapons, a boring horde activity with no mechanics and a bow quest culminating in a strike with more enemies
