By clearing the cache did you do it by unplugging the XBox from power for at least 5 minutes? Have you tried removing power from your Internet modem and router as well? Howe is your XBox connected to your home network, wired or wireless? Do you have a router that is separate from your Internet modem, or are they one-in-the-same?
