I'm not kidding, I hadn't even hit the final quest step and the option to turn in tokens was available for me. If I had a screenshot I would show you, but I was maybe at the third step, and I went back to the tower, and The tokens weren't locked.

You are right you can hand in tokens. You just can't get the rewards until you finish the quest lol
