Hi there. To confirm, your friend gave the Talisman to the statue and completed the Shattered Throne, then went to the Tangled Shore to start the ???? quest in the Four Horn Gulch area, then, after receiving the three Tokens, your friend charged all three of them in the Shattered Throne again and turned them into the Statue?

Negative. We got to the step just prior to the ??? quest. You have to present the talisman to the statue, and he couldn't for some reason.

My friend bought Forsaken and Shadowkeep. I wanted him to help me with the ??? Quest in Tangled Shore but when I tried to start the mission it said “players are not available for this activity” or something like that. He did the Intro quest for both Spider In tangled shore and Petra in dreaming city. What is he missing to help me with this quest?

I don't think you can participate in the mission with your friend. That's probably why you couldn't start it.

but it is only a solo quest? or does my friend need to do something first in order to qualify to help me in the ??? quest? Maybe he needs to complete the Forsaken quest line first? I did notice on my Titan that Petra has an item you buy from her that just says present this token and the reward is the wish ender. Is that new? All I have to do now on my Titan is go to Shattered Throne, defeat the first boss and present this item at the statue and I get the Wish Ender bow? If that's the case then I wont bother doing the ??? mission on my Warlock.

It’s not a solo quest, but can be soloed. However, only players who are on that quest step (or who have possibly already completed it on that specific character) can join you for it. That’s likely why y’all can’t play together if one isn’t on the step or have already beat it.
