Don't worry special and heavy ammo will be less present in PvP when shadow keep comes out.
And the people who kept spamming jotunn, erentil, and shotguns will be the ones who get killed, because you! Yes you! Wanted to get better at the game with real skill!

So there are hundreds of guns to choose from , al of which have trade offs. Who are you or anybody to dictate which ones take real skill? Ammo availability is a trade off trait. If you can’t avoid a shotgunner or a fusion rifle, maybe you’re the problem - not the user.
