The population is too low to support all game types all the time.
That's why we have weekly rotators.
So either you would have to shitcan the less popular modes or you'd have to put them in with quickplay randomly. But some are 4v4 or 2v2...
Neither are great options.

Or rebuild the foundation so a population can exist. Patching something for nobody makes nobody happy. That's why nobody comes back no matter what the crucible update is. They know the core of it is -blam!-ed.

Half the talent left and they actively target some of their best workers. Like that composer. Like -blam!- I'd ever work for assholes willing to have such a toxic work environment. No wonder the game never improves.
