I believe this is one of two bugs which can end a CoE run coming into phase 2 from the previous phase. 1) If you used the Anarchy strat, they need to lose their buff before you kill the deception otherwise you can run into a bug where the vessels will not spawn at all. 2) If your team is too close to the chest that appears near the rally flag after beating phase 1 then this will happen. The trick is to have all 6 people far back in between dogs and void. Then have just one person slowly approach the chest. As it starts the animation to open, have them back off to the rest of you and you should avoid this one. Good luck!
