You just created this clan 5 days ago. It takes one full week cycle for all players to get clan engrams.

Well now I'm confused. Some of my clan members were able to get the engrams from Hawthorne upon completing whatever engram we were going for. Some of them have been with me since the beginning and others joined in around the time we were getting them. If your answer's correct then no one should have been able to get the engram at all.

No what they got were engrams from PREVIOUS clans they may have been in prior to joining yours. They will get those clan engrams until the end of this reset cycle (tomorrow) and started next week you will all get clan engrams for your clan.
