So you've completed all the adventures along with checking your inventory for quest lines tied to 'Titan' or 'Sloane' and yet you are still 'Locked' out of the room to start the Outbreak prime. If you have the 'Locked' status still then double check Sloane (Titan vendor) and she will most likely have a quest for you to pick up (typically the top item on the vendor list). Now start that quest line for the 'Rat king'. Make sure you do all those first few steps on Titan and get the quest OFF Titan (Complete all the first few steps until the next step IS NOT ON Titan anymore). At this point go back to the Heroic adventure, boot it up & go towards that locked room .. which should now be unlocked.
