Yes. They are getting the damage and rate of fire of a 150 but staying as a precision frame hand cannon, which means they wont being getting bloom... at least they shouldnt be because precision frames dont have bloom

This means both HCs should still be formidable in Crucible, right? It sounds like they'll still be decent options for PVP.
