Because of two major roadblocks.
The first is Mithrax and his newly founded House of Light. He created this house with a specific purpose in mind: ending the fued betweem Eliksni and humanity and allying with the Last City. I very much doubt he will allow it all to end prematurely by being absorbed into House Judgement. He just wont. Variks has completely different goals than him.
The second is the House of Exiles. They pretty much despise any form of authority above the rank of Captain and absolutely will not bow to anyone of a higher rank. If someone rocks up claiming to be the Kell of Kells, they'll refuse especially hard because that's pretty much the highest authority possible in Eliksni society. And if Variks wants to truly become the KoK he [i]will[/i] need to absorb them at some point but it's not going to happen.

1 RespuestaVariks isnt' the kind of personality that winds up being a charismatic leader...and he's smart enough to know that. Variks is the kind of guy who winds up being the "King maker" or "power behind the Throne"...rather than king. So while he will never wield absolute power himself, and will have to work THROUGH others like he was doing during his time in The Reef..... ....it comes with other benefits. People assassinate kings. Very few "King makers" or "trusted advisors" wind up dead. When there's trouble they either get out of Town....or they simply switch sides. In the end, I don't think Variks would have a problem serving Mithrax, because I think they actually want the same thing. To stop fighting Humanity trying to take the Traveller away....but rather to emulate the example of The City...and start to rebuild what they'd lost to The Whirlwind.

I already voted for Variks as Prime Minister of Canada and started a Write in Campaign to help it get elected. So far Variks is doing better than "Mr Selfie" (Justin Trudeau) is in the polls right now after "Mr Selfie" usual debacle of the week.

Plus the Fallen as a species are pretty much f*cked. I don't see them doing anything major for quite some time, especially now that they have the Scorn breathing down their necks and converting them. To be honest I was unimpressed by the Kells Scourge faction. The Fallen at this point are just an occasional annoyance.

What about the city? I can't see them letting the fallen consolidate their power and not attempting an assault, especially if variks is involved.

The Exiles have died out or been absorbed into Dusk. Those like-minded Dusk Fallen joined the Kell’s Scourge or other Crime Syndicates, completely abandoning any pretence of a House. The Fallen will be required to choose. The House of Dusk’s days are numbered. They will either go for the House of Light and Mithrax’s promises of peace, House of Judgement and Variks’ promises of re-found glory, or the recreated House of Devils, and Eramis’ promises of power in a return to the ways of old. All present very enticing ideals, and it will be very interesting to see who will rise above. All we do know is that, eventually, all banners shall burn.

Mithrax is building a House, and Variks is trying to rebuild the Houses. Variks would probably be glad that Mithrax is building a House, since he wants the Houses rebuilt. Mithrax probably doesn’t care much about what Variks is doing. If Variks were to attack Humanity, then Mithrax would be against him, but Variks has no interest in that.

The fallen conflict with themselves will never end I think. The new lore cards state: 1) a fallen has escaped the prison of Elders and is trying to reform the house of devils 2) Fikrul the Fanatic is still out there. The lore cards say we have no way of actually killing him. I think these could be destiny 3 setups

I think Variks and Mithrax are rival but may be still ally, especially against a common enemy like the Darkness.
