They re-used the same matchmaking code from WOTM Forge in D1. We used to duck walk up the ramp to get to the WOTM Forge then too, following say a group of 3 players and then watch them wink out of existence and walk into an empty forge. Absolutely broken trash and Bungie learned NOTHING from our feedback on that either - they simply do not care.
As soon as the population dropped off (D1 or D2), these area became ghost towns and you can't get anyone to play it.

And to add insult to injury the only allow up to 3 players in the FT in the dreaming city, and 3-manning a blind well is pretty damn hard, not to mention the BW is a !PUBLIC! EVENT. Bungie are so disconnected from their fans and even their own game its actually hilarious.
