Can we change Magnificent Howl/the weapons with it?

It's been about 7 months since Forsaken and the last batch of big balance changes. For those 7 months, the meta has stayed consistently the same, especially on console. It's so depressing seeing at least 2 or 3 Luna's Howls or Not Forgottens a match, especially since all these weapons are too powerful. The worst thing going from D1 Crucible now to D2 Crucible is that everything was viable in D1. In D2 you're basically punishing yourself if you don't use Luna's Howl or Not Forgotten. Back in D1, you could go in with stupid stuff like a 900 rpm Auto Rifle and a sidearm and still not feel too crippled because they could still hold their own in a fight. In D2, the main weapons that can consistently get you wins in duels are 180 hand cannons, especially Luna's Howl or Not Forgotten. Using the unconventional like a scout rifle or a bow or an auto rifle or basically anything else will get you stomped on nearly every time. In quick play especially, the loadout mentioned before is so BS to go against. Quickplay is supposed to be a bit more of a relaxed experience, but because these weapons are so overused it's really hard to have fun unless you're using these weapons. Even though every multiplayer game is going to have a meta, when that meta is dominating every part of your game (opposed to the areas it's designed for) as well as completely ruin the area they were designed for, that's when we need some major changes. You overnerf Nova Warp, overnerf Blade Barrage and Shards of Galanor (in PVE anyways), but we don't get any nerfs to the Crucible breaking perk of Magnificent Howl. Comparing Magnificent Howl to all over primary pinnacle perks (Master of Arms, Desperado, Onslaught and Meganeura), all the bracketed perks are powerful, but aren't broken. Master of Arms and Desperado require a kill beforehand and force you to be mega-aggressive to take advantage of the perk. Onslaught nerfs Breakneck in Crucible because of reasons? And Meganeura doesn't do anything in Crucible other than lower someone in the middle of a Dragonfly explosion a bit more than normal. Magnificent Howl is too easy to trigger, is too easy to keep up because headshots with 180 hand cannons are extremely easy to get, is far too effective what it can do and it is doesn't make you change how to play with it when you get Magnificent Howl to activate. Anyone else who doesn't have Luna's Howl or Not Forgotten has to agree that constantly going against people with those weapons is horrible because we don't have that too-easy-to-use weapon with an insane TTK. The only way for people who don't have Luna's to keep up is to get a Service Revolver with Kill Clip, and that's based on RNG. An RNG which really doesn't like any of the players apart of PC streamers. All other "competitive weapons" still have a TTK higher than 0.67 seconds, and the ones that do have that 0.67 TTK need specific circumstances, like having a damage perk active. If any Bungie devs actually see this post, I really hope you take these critiques in a positive direction, and I hope this gets other people who have problems with Luna's Howl or Not Forgotten to speak out about their issues too.
