I was referring to throughout all the games except D2, everytime I go to get it, it has a new bundle or price change. Besides that I'll most likely spend the 60 but that's ridiculous when I already have the forsaken dlc

Where are you getting 60? The Annual Pass is 30.

You shouldn't have to rebuy Forsaken to get the Annual pass. They sell it on the side. Ive heard it is hard to find. Maybe a Mentor or Bungie can help you find it.
