Just got an idea. I think the only way to rehabilitate Desteny storyline is to remember that ghosts has there unique personality but no one can told us where it appears from. So it probably could be so, that ghost are first guardians which were revived by Traveler itself and there personalities were stored in his Light. When Traveler have to creat ghosts he gave them personalities of heroes of the past. And what I want to say is: I think ghost that revived Uldren MUST be Cayde-6 ! What do u think about it? )))
