Because the new model was geared toward the vocal minority of end game try hards and content streamers. They stopped feeling special early in D2 because they couldn't flex their 20 hr per day play schedules and say, "Look what I did that you can't yet. Look what I got that you won't for weeks"!
Now those same people have climbed to max just as fast as before and those that aren't there are so frustrated with being perpetually behind with little to no lower level new activities that they stopped caring.
Just pushing the power limits higher every 3 months for activities with not much depth is not making the game more entertaining.
Just my observations anyway.

You make it sound like leveling is hard, you just play the game. While I don't think the forges are the best activity I've ever played it was t exactly hard to get to 610 to play them, the game isn't designed to be played for 1 hour a week.
