They can use any loadout they want. You only need cores to masterwork the items, or to infuse dissimilar items. And there is really no reason to infuse dissimilar items unless you are talking about quest items like Luna, Mal, etc. Just playing a couple hours a day should give you enough cores in a week to completely masterwork two items. 2-3 daily from Spider + scrapping.
