Well technically the Tower was destroyed in the Red War, what we are using is just a part if the Wall.
Using it as a base for Guardians is a recent change.

Technically there are multiple towers, Bannerfall being one. I remember looking around in D1 and seeing 2 or 3 in the distance. So we happened to pick the one we’re the black armory is located at.
