Which begs the question, it generates them zero income, causes game wide balance issues and has tons of basically un fixable problems. Why not just dedicate all dev tine to pve, pve content is the breadwinner, it’s the only thing that generates money.

Kinda true... But not addressing those players who enjoy both or just pvp will cause players to leave in the long run. I know people who have left the game a long time ago for these very reasons.
