Balance is extremely subjective because we just came from a no special era so idk that could be argued for millennia. Content diversity could be argued as well although I think most would agree that this is the most diverse destiny has ever been. Content relativity on the other hand...no even TTK had more relative content right after Y1. And as far as the leveling system goes (light or power level) yes this is the best it ever has been. They've stretched out the level enough so that players who do the raid reach max much faster but make casuals satisfied because they are not stuck at a cap because the raid, Trials (rip), Iron Banana, or nightfall prevents them from progressing. As for a majority of your points, yes they are issues and need to be fixed/addressed, but every rendition of this franchise has had it's flaws. Vanilla D1 leveling, Dark Below content and value, House of Wolves perk rerolls broke the game for months and some aspects of the game are still being affected, ttk was solid but left a vast majority of players in the dark like D! launch. April update was great but it became the flag bearer of re-skinned and rehashed content. Rise of Iron was amazing but short becoming more wasted potential as fast as you could type "DEAD GAME LOL AM I RIGHT XD". Age of Triumph was yet again more reskins that was only accepted because it made the year 1 content usable again for about 5 months allowing for a nostalgia rush until D2 came around and well, most of us remember D2 and it's "expansions". Now, saying the game is great is immensely different to saying the game is at its best ever. Bungie has a whole lot more they could do with their resources, but they don't want to commit afraid of angering and losing their already small fanbase. They're in a tough spot, but credit needs to be dolled out where it's due. Honestly, the best way they could reinvigorate all their fans past and present, is too drop the whole "it's not an RPG" act and capitalize on it as well as dropping Activision as a publisher even though it would be financial suicide. Activision has destroyed much more than it has built in the last few years. Tony Hawk, Guitar Hero, and CoD are notable examples and it's even bleeding into Blizzard games. Overwatch is dying off drastically, Diablo developers announce a mobile game which pisses off the community more than supply drops pissed off CoD's and all within a year or so of becoming partners with Activision. Now some of that could have been inevitable or already in the works, but seriously do you know someone as money hungry as Activision other than EA? And even then they are still giving them a run for their money. I forgot a majority of my point, but regardless D2 is at the best Destiny ever has doesn't mean it's great. A majority of people who stuck to Destiny are either stubborn, invested, and/or have faith in Bungo to create a second great franchise to add to their resume along with Halo.
