Yes and no. There are always spots in a map where you can snipe. But there are also areas that cater to more closer range weapons.

Only ones I see are sniper friendly is confluence (pantheon remake) and equinox. However equinox has a problem that being spawn trapping and in pantheon nobody chooses to snipe because of the rampant shotgun meta. Every other map has atleast some sort of shotgun dominating part where all the enemies will go to because they crutch a shotgun. Bungie should fix this by 1) reducing flinch on snipers and 2) making new medium to far ranged maps in black armory. This will possibly reduce the meta we have now while not nerfing anything
